West Bengal Politics: Appeasement

Minority vote bank is exclusively attractive in West Bengal. The Muslim population is 26%, almost double the national average. Though Karl Marx said, ‘Religion is the opium to the mankind’, the CPIM led Left Front took a different path altogether by appeasing the minorities, especially Muslims throughout their tenure of 34 years. The LF used the porous border of West Bengal-Bangladesh to their advantage, allowed illegal immigrants and effectively converted them as their vote bank. The LF never took any steps for the development or betterment of the down trodden Muslims.

2008 onwards, the Left Front (LF) government started to lose its ground in West Bengal. The 3-tier Panchayat election in 2008 gave a clear indication of that. Going beyond the wildest imaginations of both the ruling Party and the opposition, rural West Bengal gave its verdict against the Left Front. Trinamool Congress (TMC) started to spread its fangs in West Bengal.

Mamata Banerjee continued that Bengalified Left legacy with a greater magnitude as she came to power in 2011. She took appeasement to a newer height by announcing various freebees for Muslims – Rs 2,500-a-month honorarium to imams and Rs 1,000 a month for muezzins (who call for prayers), a proposal to build a hospital exclusively for Muslims at Bhangar in South 24 Parganas, Rs 500-crore plan for upkeep of mosques and clerics’ dole, pre-matric scholarships ranging between Rs 1000 and Rs 10000, a mobile library containing 5000 books and laptops for Madrasa toppers, bicycles to Muslim girls and allowed a massive rally in Kolkata in support of the mastermind of 1971 Bangladesh genocide. Many can argue that these were announced by her for development of down trodden Muslim minority but what was allowing a massive rally in Kolkata in support of the mastermind of 1971 Bangladesh genocide?

The year 2013 started with Syed Noor-ul-Rehman Barkati, the Shahi Imam of the Tipu Sultan mosque, bragging that he stopped writer Salman Rushdie’s entry into the cultured, literary Kolkata of our memory by a mere phone call to the CM – Mamata Banerjee. The year ended with the Kolkata police reportedly stalling indefinitely a TV serial, Dusahobas, scripted by Taslima Nasreen after Muslims groups complained that it would hurt religious sentiments.

Latest Census data shows a 5-7% increase in Muslim population in just 10 years in districts of Assam and West Bengal bordering Bangladesh. Migration from Bangladesh has traditionally been for livelihood. But lately the concern has been about radical elements chased away by the Sheikh Hasina government finding protection in Trinamool Congress-ruled West Bengal for votes and muscle power.

Appeasement reached its new height, on 19 January 2014, Ahmed Hassan Imran was nominated to the Upper House of the Parliament by TMC. Ahmed Hassan Imran is allegedly involved in 2007 Kolkata riots and 2013 Canning riots. Right after Imran was elected as Rajya Sabha MP, Pankaj Saran the Indian High Commissioner to Bangladesh was reported to have sent an important dossier to the Government of India. The said dossier contained information regarding Imran’s contact with several anti-India groups which are said to be based in Bangladesh. According to the dossier, Imran actually came to India in 1971 from Srihatta region of present day Bangladesh. Initially residing in the Dhubri district of Assam, he later shifted to the Jalpaiguri district of West Bengal. Between 1975 and 1976, he founded and led the West Bengal Muslim Student Association. The organization expanded rapidly under his leadership. The WBMSA was among the several Muslim student organizations which attended an important conference in Aligarh in 24 April 1977. It was after this conference that the Students Islamic Movement of India (SIMI) was created with Ahmed Hasan Imran being made as the head of its West Bengal chapter, a post he retained for the next three years. SIMI was recognized as a terrorist organization and banned by the Indian Government in 2001. Imran claimed that he never had contact with any radical anti-Indian, Islamic groups. However he also admitted, ‘I was indeed a member of SIMI from 1977 till 1984.’ The organization was not banned in India during that period.

Now let us see those 2 riots in which Ahmed Hassan Imran was allegedly involved:

2007 Kolkata Riot
On 17 August, Muslim clerics in Kolkata issued death warrant against Bangladeshi writer Taslima Nasreen. The 2007 Kolkata riots took place in Kolkata on 21 November 2007, when anti-Taslima Nasreen protesters under the banner of All India Minority Forum blockaded major portion of central Kolkata and resorted to arson and violence. The West Bengal government deployed the army in the afternoon.

Several media persons from television channels were hurt due to stone pelting. The riots set fire to two party offices of the ruling party Communist Party of India (Marxist). The violence led to severe traffic snarls during the morning rush hour in Sealdah, Mullickbazar, C.I.T. Road, Alimuddin Street, Puddapukur, Moulali and Entally. As the streets of Kolkata turned into a combat zone, the State Government asked for six columns of army. At 3 PM, two columns of army, each comprising 100 to 120 soldiers staged flag march in the city. Four more columns were preparing to move soon.

Two months after the incident, Dharmamukta Manabbadi Mancha, an organization of secular Muslims, held a press conference at the Press Club in Kolkata in protest of the expulsion of Taslima Nasreen from Kolkata.

2013 Canning Riot
On 19 February 2013, shortly after midnight, a Muslim Imam from Ghutiari Sharif in Canning subdivision was returning from a religious congregation at Jamtala in Jaynagar, in a motorcycle along with a colleague. When they reached Naliakhali around 2 a.m., they were intercepted by a gang of waylayers, who robbed the cleric and shot him. According to police sources the cleric was reportedly carrying 1,150,000 in cash that was looted by the unidentified gunmen. The altercation resulted in the death of the Imam, although his companion managed to flee after sustaining injuries. At dawn, the driver of the first bus from Golabari to Canning discovered the body and intimated the Canning police station.

Shortly after news of the Imam's death was known to the local population, scores of Muslim mourners who gathered at dawn around the body of the Imam, at the location of the shooting, blocked the road. When a junior police officer and two constables were sent to recover the body, they were surrounded by the crowd and assaulted.

A crowd gathered at the site of the attack and rumors started to spread that the killers were from the village of Naliakhali. Naliakhali is a Hindu majority village in the Gopalpur panchayat under the executive jurisdiction of the Canning police station. Thousands of people from neighbouring areas, such as Canning, Jibantala, Sarengabad, Jhorormore, Narayanpur and Dhoaghata gathered on the site and refused to part with the body of cleric. When the police tried to take away the body of the cleric for processing, the mob attacked the police with brickbats. Anup Kumar Ghosh, the sub-inspector of the police station at Canning, was injured and admitted to the Canning Sub-divisional Hospital. Seven policemen were injured in the attack. The mob also attacked and damaged police vehicles.

A local school principal reportedly incited the mob into violence. At around 10 a.m., a heavily armed mob of at least 10,000 began an attack upon Naliakhali. They ransacked and looted the houses of Bengali Hindus as the residents fled for their lives. The rioters hurled bombs, doused the houses with petrol and set them on fire. Violence and arson spread to nearby locations such as Dhopar More and Bangalpara. Hindu homes and places of business were ransacked in Gopalpur, Goladogra and Herobhanga. The crowd blocked the road at Bhangankhali, Priyor More, Hospital More and Natunhat. Protesters also staged a rail blocked at Ghutiari Sharif station in the Sealdah-Canning section of the Eastern Railway.

At around 11 a.m., the South 24 Parganas District Superintendent of Police Praveen Kumar Tripathi, reached the spot along with a massive Riot Squad and Rapid Action Force battalions. They resorted to lathicharge in order to pacify and disperse the mob. The body of the Imam was then sent for an autopsy. In the late afternoon reinforcements from the Bidhannagar Police Commissionerate and the Howrah Police Commissionerate reached with water cannons to douse the flames of the burning village. The police evoked Section-144 of the Code of Criminal Procedure and established a curfew in the area.

In the violence, more than 200 houses were burnt in several villages that came under the jurisdictions of the Canning, Joynagar, Kultali and Basanti police stations, displacing more than 2,000 people. Some of the displaced people took shelter in makeshift relief camps while others had to live on the road. The state government announced a compensation of 300,000 to the family of the murdered cleric and 10,000 to each of the 93 families displaced by the violence.

Political observers have linked the violence to the then nearing panchayat elections of 2013 in the region, where the TMC and the CPIM were trying to woo Muslim voters in the district.

The Conspiracy - Nadia Riot

Nadia, a district of West Bengal is situated at Indo-Bangladesh border. Jamaats have illegally migrated to India heavily and put up camps on both sides of the border. They are trying to destabilise the border districts of West Bengal so that they can establish their authority to take control by creating communal unrest.

On Sunday, 3rd May, 2015 at around 12 noon, a group of Hindu schedule caste and schedule tribe farmers of Nauda village of Juranpur panchayat in Nadia district of West Bengal were going to Jamalpur Baba Sthan (The land of Lord Shiva) situated at Burdwan district in West Bengal. The devotees were playing drums, bugles, flutes, other religious musical instruments and were carrying along with flowers, fruits and other ritual belongings to offer Puja at Baba Sthan. All the devotees were on fasting, as fasting is an integral part of this Puja.

On the way from Juranpur to Jamalpur there is a place called Flood Centre – the place where flood affected people takes shelter. While passing by the Flood Centre, the devotees were suddenly attacked by a group of Muslims without any provocation. It seems that they were doing some suspicious work & got disturbed with the sound of bugles, drum & flutes. This Muslim group started hurling bombs on the devotees; however the devotees could manage to escape from the place alive.

On Monday, the very next day, i.e on 4th May 2015, these devotees were returning from Baba Sthan to their own village Nauda Juranpur, after offering their Puja. All of them were very tired due to their journey and for day long fasting. At around 9 am, huge number of local Muslims started shooting bullets from a mosque, which is adjacent to the above mentioned Flood Centre, without any provocation on these Hindu devotees. Another group of Muslims who were not the denizens of that locality (obviously they are Bangladeshi Citizens better call them Jamaats), started bombing on them from the Flood Centre, it continued for more than 3 hours.

Hearing the sound of bombing and firing 12 Hindus from Chhutipur, a nearby village came to rescue them, but they failed. Three members of a family were gunned down. Some women were also shot. Many others were injured and fell down on the road. Some of them had been chopped and stabbed by the Muslim people. The Muslim group burnt 35 houses of the Hindus and more than one hundred cows, calves, ducks, hens, goats and other domestic animals were killed. The Muslims  robbed cows, calves and buffaloes which were grazing on the field. Before burning the houses they robbed all the households, cash, jewellery, and other valuable goods.

If you can recollect the Nun Rape case at Ranaghat couple of months ago, the Bangladeshi Criminals looted all valuables from the school. The same group did dacoity at Balurghat as well. So it is clear that these Jamaat criminals not only have the intention to loot, they have the motive to create communal unrest also.

Maru Hazra (aged 45), Akhay Hazra (18 yr old son of Maru hazra), Shanta Hazra (aged 32, brother of Maru Hazra) and Aparna Hazra (aged 40, wife of Maru Hazra) had been ‘gheraoed’ by more or less 120 Muslims and they were gunned down without any provocation!!!!

A person among the Hindus phoned the police but the police didn’t arrive. The police came at around 5 pm, when the entire occurrence was over and took possession of all the dead bodies lying on the road and sent them to Krishnanagar. The Katwa Government hospital refused to admit the injured persons and misbehaved with them. Two injured have been taken to private hospital for treatment. Some of the other injured were shifted to Burdwan State Hospital and at Burdwan Medical College. Injured people were not allotted beds, were kept on ground without treatment. Later on Aparna Hazra, Sanathan Sarkar and few others had been shifted to Kolkata under the instruction of CM Mamata Banerjee, as told by one SI of Burdwan PS of Burdwan district.

You will be surprised to know Mrs. Aparna Hajra is mother of a CRPF Jawan, Tanmay Hajra. He is posted at Kashmir. We talked to his senior (Brigadier or Colonel, we are not sure) R.P Gupta and requested him to send Tanmay to Kolkata as early as possible. Gupta, a strong nationalist, understood grvity of situation and arranged required official procedures immediately. So Mother of a Jawan, who is protecting the country at another border, is getting attacked by miscreants of another country!

Now Aparna Hazra (aged 40) and Mainak Hazra (aged 45) are in SSKM Hospital and Mukta Sarkar (aged 40) is in M.R. Bangur Hospital, Kolkata. Sanathan Sarkar is in N.R.S hospital and is yet to be allotted a bed till now! None of them are getting proper medical attention. Many people including women are missing till date. Till now none has been arrested by the police for this entire episode!!

The entire operation had taken place under the leadership of Md Nasiruddin Ahmed (Mobile no - 09836171710) son of Md Sarifuddin residing at Village - Mira Bazar, PO - Plassy, Dist - Nadia PIN - 741156 West Bengal. Md Nasiruddin is an elected MLA of Kaliaganj constituency from TMC since 2011. He was sitting in Kaliganj PS during the period when the entire operation took place at Kaliganj, predictively to influence the police so that police does not take any action. This action of his proves his malafied intention and also proves that this attack on Hindus by the Muslims was pre planned to break out a communal riot.

Md Nasiruddin Ahmed is one of the organising committee members of Plassy College. He had sanctioned Rs. 96, 00,000/- (Rupees Ninety Six lakh) in last year (2014) and Rs. 51, 00,000/-(Rupees Fifty One lakh) this year (2015) for this College. He had built a girls hostel with this money in the College premises which is for Muslim girls only. Not only that in the last month he had gathered around 50 to 60 Muslim girls of 7th standard and accommodated them in the mentioned girls’ hostel. Now he is planning to set up a 786 mission with these above mentioned small girls. District Magistrate of Nadia, P.B. Salim is also a Muslim and member of the Governing council of the college along with Mr. Nasiruddin . Leader of all political particulars and specially the leaders of Bharatiya Janata Party were protesting against holding 786 mission inside the college premises. They pointed out young girls can't stay in college campus and holding 786 mission is illegal. Salim and Md Nasiruddin Ahmed with their power in governing council dishonored all the demands by BJP leaders & allowed 786 Mission to run inside the college. Mr. Nasiruddin had sanctioned Rs.3 Lakh only to Saraswati Shishu Mandir Last year. Authority of school only received the sanction letter. But so much is his anger towards Hindu community that he cancelled that small grant also! It only shows how much "Secular" he is.

Altaf Hussain, ex-Panchayat Samiti Chairman of TMC, is one of the close aide of Md Nasiruddin Ahmed’ who was personally present at the time of the operation in Kaligunj. On 5th May 2015, Monday, at around 5pm, when the police ultimately went to the place of operation, 8 policemen were greeted with gunshots and were bombed under the instruction of Altaf Hussain and the Imam of the above mention mosque. The driver of the police van has lost one of his eyes and others were seriously injured.

After analysing the mode of operation, it appears that the said Md Nasiruddin Ahmed and the said Altaf Hussain and the Imam of the above mentioned mosque are associated with some international forbidden organisation and these organisations are supplying arms and ammunitions to them as well as funding them.


We demand Central and State authorities to take immediate action and initiate inquiry on MLA Nasiruddin Ahmed, Ex Panchayat Samiti Chairman Altaf Hussain and on the Imam immediately.

Highlights of New Proposed Goods & Service Tax (GST)


1. The basic principal governing behind GST is to have single Taxation System for Goods and Services across the country. Currently Indian economy has various taxes on Goods and services such as VAT, Service Tax, Excise, Entertainment Tax, Luxury Tax etc. now in the new Proposal of GST; we will be having only two taxes on all goods and Services as follows: 
a. State Level GST(SGST) 
b. Central Level GST (CGST) 

2. In case of Central GST, following Taxes will be subsumed with CGST which are at presently levied separately on goods and services by Central government: 
a. Central Excise Duty 
b. Additional Excise Duty 
c. The Excise Duty levied under Medicinal and toiletries preparation Act 
d. Service Tax 
e. Additional Custom Duty (CVD) 
f. Special Additional Duty 
g. Surcharge 
h. Education Cess and Secondary and Higher Secondary education Cess

3. In case of State GST, following taxes will be subsumed with SGST; which are presently levied on goods and services by State Governments : 
a. VAT/ Sales Tax 
b. Entertainment Tax (unless it is levied by local bodies) 
c. Luxury Tax 
d. Tax on lottery 
e. State Cess and Surcharge to the extend related to supply of goods and services. 

4. The basic principal for subsuming of taxes in GST is provided as follows: 
a. Those taxes which commences with import / manufacture /production of goods or provision of services at one end and the consumption of goods and services o other end. 
b. The taxes, levies and fees which are not related to supply of goods & services should not be subsumed under GST. 

5. Taxes on items containing alcohol and petroleum product are kept out of GST. They will continue to be taxed as per existing practices. 

6. Tax on Tobacco products will be subject to GST. But government can levy the extra Excise duty over and above GST.

7. The Small Taxpayer: The small taxpayers whose gross annual turnover is less than 1.5 Crore are exempted from CGST and SGST.

8. Input Tax Credit (ITC): Taxes Paid against CGST allowed as ITC against CGST. Taxes paid against SGST allowed as ITC against SGST.  

9. Cross utilization of ITC between the Central GST and State GST would not be allowed. Exception: Inter State Supply of goods and services. 

10. PAN based identification number will be allowed to each taxpayer to have integration of GST with Direct Tax. 

11. IGST Model and ITC: 
a. Center would levy IGST levy ( CGST + SGST) 
b. The ITC will be allowed in this transaction will be SGST, IGST, CGST as applicable. 
c. Appropriate provision will be provided for consignment or Stock transfer. 

12. GST Rate Structure: 
a. Two Rate Structure 
b. A lower rate for necessary items and goods of basic importance 
c. Standard rate for goods in General 
d. Special Rate 

13. Exports are fully exempted with Zero rates.

একটি কাল্পনিক বক্তৃতা বিশ্ববিখ্যাত পরিচালোক সত্যজিৎ রায়ের জন্মদিন উপলক্ষে

নমস্কার


আপনারা জানেন আজ বিখ্যাত পরিচালক সত্যজিৎ রায়ের জন্মদিন। ওনার ছবিতে আমি মালা দিয়ে প্রনাম করে শ্রদ্ধা জানালাম। (এই সবাই এসো, পর পর মালা দাও, আমার মালার নিচে দেবে) । উনি খুব বিখ্যাত ছিলেন, অনেক কিছু জানতেন, আমার মতো , তবে আমার আঁকা যেমন কোটি কোটি টাকায় বিক্রি হয়েছে ওনার হয়নি, তাই উনি ছবি পরিচালনাতে মন দিয়েছিলেন (এই শ্রীকান্ত এদিকে এসো)।

খুব বড় পরিবারের মানুষ ছিলেন, ওনার দাদু ছড়াটড়া লিখতেন, নাম ছিল উপেন্দ্র কিশোর রায় চৌধুরী। বাবাও বিখ্যাত ছিলেন সুকুমার রায়, ননসেন্স টাইপের গল্প আর কবিতা লিখতেন। ওনারা কি করে রায়চৌধুরী থেকে রায় হয়েগেলেন সেটা জানি না তবে এটা একটা পূর্বতন সরকারের চক্রান্ত বলে মনে হয়। এবার আসি সত্যজিৎ বাবুর প্রসঙ্গে, উনি সব সময় মা মাটি মানুষের জন্য ছবি করে গেছেন। বাম আমলে গ্রামাঞ্চলে মানুষ কত কষ্টের মধ্যে দিয়ে ছিল সেটা পথের পাঁচালী আর আকালের সন্ধানে দেখে বোঝা যায় (পাশ থেকে আকালের সন্ধানে তো মৃনাল বাবুর ছবি) ধুর তুমি চুপ করো , হ্যা যেটা বলছিলাম , চলচিত্রের ব্যাপারে দাদা সাহেব ফালকের সাথে খুব আলোচনা করতেন । পথের পাঁচালী আর চারুলতা দেখে রবি ঠাকুর তো খুব খুশি হয়েছিলেন। আমি ওনার নামে একটা উতসবের আয়োজন করবো ভাবছি। ক্লাবগুলো কে কিছি টাকা দিয়ে পাড়াগত ভাবে ছবি বানাবার প্রতিযোগিতা করবো ভাবছি (এই অরুপ, মদন তো নেই তুমি আর শ্রীকান্ত দেখো ব্যাপার টা)




সবশেষে উনি যদি আরও কিছু দিন বাঁচতেন তবে  মা মাটি মানুষের কাহিনীর ওপরে আরও অনেক ছবি বানাতেন। আমার একটাই খারাপ লাগছে আমি বঙ্গশ্রী বা বঙ্গবিভূষণ পুরস্কার দিতে পারলাম না।
